BACKGROUND The City of Roseville has participated with Ramsey County as part of their medical and life insurance group since 1986. Ramsey County recently rebid 'its health insurance business with all changes to be effective on January 1, 1994 The County has officially chosen Health Partners (formerly Group Health) as the sole provider for all Ramsey County employees. This means that Health partners will be the sole provider for all City of Roseville employeds as well, unles the City chooses to leave the Ramsey County group. At the August 23 City Council meeting, the Council requested that staff research other bene f it options and bring those options to the Council. With the assistance of an employee benefits consulting group, the City has obtained numerous health insurance rate quotations ba Bed on the City of Roseville employee census (separate from Ramsey County) . The results of those rate quotations show that City of Roseville employees can enjoy the same high level of benefits as under the current Ramsey County plan at a lower cost if: A sole provider is chosen for all City employees; and The group separates itself from Ramsey County. Staff has held numerous meetings with employee groups during the past week to assess the implications of a change in benefit providers for our employees. Those meetings have yielded the following information. # Approximately 60�70 percent of employees would be able to retain their current doctors at a significantly decreased premium cost and a similar level of benefits if the City accepted Health- Partners as its sole provider. h Informal votes by employees at these meetings shored a clear majority in favor of accepting Health partners as the City of Roseville's sole provider and brewing out as a separate group.
