e. Appropriateness of Tanks in Areas Outside the Current District <br /> As indicated preciously, above ground tanks can have an aesthetic <br /> impact on an area. It may not be appropriate to introduce something <br /> that would have a negative aesthetic impact into areas that the City is <br /> attempting to upgrade through redevelopment. If it is allowed, care <br /> should be taken to insure that the impact is minimized through proper <br /> location and screening of the tanks. A counter argument would be <br /> that the types of uses that would be requesting above ground tanks <br /> would generally be trucking or fleet related type uses which would be <br /> relocated out of the Twin Likes Redevelopment Area through the <br /> redevelopment process. From that standpoint, it might be appropriate <br /> to allow the use of above ground tanks on an interim basis to <br /> minimize investment into a site' which the City ultimately would like <br /> redeveloped. <br /> f. Previously Approved Tanks <br /> Staff has determined that, in at least one case, the City has granted a <br /> variance to Indianhead to have an above ground tank on their propert y <br /> at 1947 W. County Road C. The City Attorney's office has advised <br /> us that despite granting this variance in the past, there is no legal 9 <br /> authority within the City's ordinance to grant such a variance. The <br /> City Attorney's office has suggested that the City amend Section <br /> 34.030 to add a new paragraph C to read as follows.- <br /> "Not withstanding the limits for above ground storage tanks <br /> established in A and B in this section, such storage in other areas may <br /> be allowed by permit approved by the City Council with the <br /> recommendation of the Fire Marshal subject to conditions imposed by <br /> the City Council on such permit-11 <br /> This permit would allow the City to review each of these on a case by <br /> case basis and attach any conditions which may be appropriate on the <br /> approval. <br /> g. Staff has reviewed Minnesota Coaches request fora 10,000 gallon <br /> above ground diesel fuel storage tank at 1743 County Road C. It is <br /> staffs opinion that the proposed tank would not be detrimental to the <br /> rable <br /> site or the surrounding area. The tank will be setback a conside <br />
