The tank will meet all state and <br /> federal standards except that it exceeds the 6000 gallon size limit. <br /> Staff has no objections to the 10,000 gallon size. It is also staffs <br /> opinion that the above ground tank would be appropriate because the <br /> tank could be more easily moved when the site is redeveloped in the <br /> future. <br /> 3. ALTERNATIVES: <br /> a. No change to the existing ordinance. The City would continue the <br /> current policy of not allowing above ground tanks. outside the area <br /> bounded by Cleveland Avenue, Highway 36, the west boundary of the <br /> City and the north boundary of the City. <br /> b. Adopt the ordinance change as outlined by the City Attorney. This <br /> would allow the Council to review requests on a case by case basis <br /> and attach appropriate conditions. <br /> C. Amend the ordinance to allow above ground tanks as an interim use <br /> of property. This would allow the City to review such installations <br /> through the interim use permit process on a case by case basis but the <br /> tank would be a temporary use of property vs. permanent use which <br /> would be the case in the previous alternative. <br /> d. Allow 'above ground tanks as a permitted use in the City and set <br /> specific standards which must be met concerning location, screening, <br /> and safety issues as required by the City Fire Marshal. <br /> CONCLUSIQN AND RECOMMENDATION <br /> 1. Staff recommends approval of the attached amendment to Section 34.030 of <br /> the City ordinance to adopt the language suggested by the City Attorney's <br /> office with the addition of language to specifically outline conditions which <br /> may be imposed by the City Council which includes a location on the site,' <br /> screening requirements; as well as a time period which the tank would be <br /> allowed on the site. <br /> 2. Staff recommends approval of a permit to allow Minnesota Coaches to install <br /> an above ground diesel fuel storage tank at 1743 W. County Road C as <br />
