The purpose of this letter is to inform. you of the
urgent need for a final , favorable decision in this matter, Without
Rosevil l e ' s approval on September 27th, we cannot get State of Mi'nni
esota approval as needed at the State Fire Marshall ' s scheduled
hearing on October ll ip 1993 . The State will not meet again after
October 11th until November, 1993 , after which time construction
of this type becomes prohibitively costly , if not impossible ,
We originally began discussions with City Staff regarding this
application in late June, 1993 . our application for a variance
prompted a proposed change in City Ordinance to allow these tanks in
more areas of Roseville. We have seen our urgency further increased
due to a suhseguent Beal Estate lease between Reco , Inc . (which owns
Minnesota Coaches , Inc . and the adjoining Fruehauf property at 1717
Nest County Road "C" ) and Mayflower Contract Services , Inc . Mayflower
is leasing vacant space from Reco, Inc * to operate Metro Mobility
vehicles in service to the disabled under a recently awarded contract
Frith the Regional, Transit Board. Mayflower is bringing upwards of
new jobs to Roseville to fulfill this contract, The lease
200 agreement includes Reco, Inc , /Minnesota Coaches , Inc . providing
fuelin g facilities for Dayflower ' s 75 Metro Mobility vans . Mayflower
must be operational by October 1, 1993 .
our site plans include both Minnesota Coaches , Inc . and Mayflower
vehicles to be served by this single 10 , 000 gallon above ground tan] .
Both companies will have their own separately supervised dispensing
 P
stations for their exclusive use . The plan makes extensive use of
natural and man-made screening for aesthetic value , as well as concrete
barriers, fire suppression , and leak detection systems for safety.
The tank itself is double-walled and bullet-proof , City Staff members
have been directly involved in the entire design process , and are
supportive of our application,
please allow us to cut costs, remain competetive , and continue to
grow our
businesses in Roseville by approving our application P romptly
Sincerely yours .
Patrick 0, Regan , e sident
Terminals i d in the Twin Cities and Duluth
