Region of Cartago Certification: That in the first article in the minutes of the 401st meeting of the City Council on 17 August 1993; entitled: Fraternal Cities - Cartago and Roseville It is clear in the report produced by the commission of Education, Culture and sports dated 17 August 1993, which says: As contained in the documents seat by the costa Rican Consulate of the state of Minnesota (USA) , which express an interest in establishing ties of friendship and brotherhood between the cities of Cartago, Costa Rica and Roseville, Minnesota USA) , with the purpose of carrying out interchanges and contacts between all sectors [of the communities] , especially to promote friendship and peace. Resolution: To recommend to the City Council to declare Cartago and Roseville to be Sister Cities, with the purpose of establishing and maintaining permanents bonds of friendship, congeniality, cultural exchange, and commerce; with the hope that both cities and their citizens will remain through the years united in solidarity and friendship, and in brotherhood and fraternity, that is based on liberty and democracy. To send this accord to the Ambassador of the United States of America in San Jose and to the Minister of Foreign Relations and Culture so that the diplomatic procedures for this may be done. Likewise, to send a copy of this accord to Lupita Barahona of the Costa Rican consulate in Roseville for the same purpose. To attach appropriate documents.
