September 17 1993 <br /> ToIW city council <br /> FROM* Steve Sarkozy <br /> SUBJECT: 1994 BUDGET PROPOSAL <br /> The city Council has indicated an interest in discussing the. <br /> 1994 Budget proposal prior to our budget hearings. The city has <br /> always attempted to provide the highest level of service for the <br /> lowest possible cost. That has been accomplished, in part, by <br /> close communication between staff and City Council . our <br /> discussion at the work session is intended to provide additional <br /> direction to staff as we contemv -_ to our program for 1994. <br /> The issues to be discussed are as follows: <br /> 1. An overview of public spending and tax rates as compared to <br /> other similar sized metropolitan area communities. Informa- <br /> tion discussed will include: <br /> • comparison of city property tax rates for cities <br /> over 20,000 population. <br /> • comparison of metre area county tax rates. <br /> comparison of metre area school district tax rates. <br /> 411, comparison. of costs per capita spending among <br /> comparable cities. <br /> . proposed 1994 property tax rate for nearby <br /> communities. - <br /> 2. Discussion of proposed property tax rate of 2.99 percent for <br /> the city of Roseville. <br /> The proposed 1994 Budget -includes a 2.99 percent increase in <br /> the property tax rate for the city of Roseville. The <br /> percentage increase equates to dollars as follows: <br /> 2 .99 percent = $218,553 <br /> 1 percent = 73, 095 <br /> 3/4 percent = 54,820 <br /> 1 percent = 36,550 <br /> Should council wish to modify the percent tax increase, these <br /> figures would need to be reflected in a budget change. <br />
