19 Departmental staff will prepare a list of pre ;qualified firms which <br />the staff believes are able to provide necessary services. Pre- <br />qualifications criteria may include past city experience with the <br />f i rya or personnel or the demonstrated ability of the firm to meet <br />established performance criteria. <br />2. An informational letter describing the cityPs needs will be sent to <br />all of the pre - qualified firms and all firms invited to a pre - <br />submittal conference. <br />3. All interested firms must submit a letter of interest requesting to <br />be considered to provide required specific services. <br />4. City staff shall develop a list of required technical services <br />explaining all of the areas for which the city is interested in <br />obtaining consulting services. <br />So A pre �submittal conference shall be held at which time city staff <br />will explain the cityts needs to all interested consultants and <br />discuss with consultants all questions they may have pertaining to <br />the city's programs and policies. <br />6 Iii selection committee will be established to review firms, <br />qualifications, interview firms, if necessary, and recommend a <br />final group of firms to the city council for contract approval. <br />7e All interested firms shall submit statements of Qualifications <br />detailing their technical expertise and areas of interest in <br />providing regdired technical services. Statements of <br />Qualifications shall contain the information as required by the <br />Public Works Department r staff . including fee schedules and data <br />describing the firm. . <br />8* The selection committee will evaluate all firms based upon <br />Statements of Qualifications submitted, select six to eight for <br />further evaluation and select a final list of firms to recommend <br />to the city council. <br />9. The selection committee will consist of at least three persons, two <br />of which will be from the public works or parks Departments. The <br />committee may have up to five members and if expanded should <br />include a citizen member, an agency member, and one other member to <br />be selected by the City Manager. <br />10. The final selection will be made by city council action at a <br />regular council meeting and will involve approval of consultant <br />engineering contracts. <br />11. No contact by any of the perspective consultants with any member <br />of the City Council or the selection committee, except designated <br />Roseville City staff, will be allowed. <br />12.
