Amended process for selecting and retaining consulting <br />engineers <br />Background Statement: <br />Prior to 1990 , the city -used a single -Faun is ipa l. engineering consulting <br />firm to provide engineering services. Before the city had a large ire,- <br />house staff, most of the engineering was done' by the ponsultant. As the <br />cityils needs changed, in�house staff began to be added to meet increased <br />engineering needse However, consulting engineering services are still <br />required for specialty type projects and to meet "overflow" work loads <br />When the city is not able to provide n cessary engineering services for <br />city projectse In 1990, the council adopted a standard policy for <br />selection and retention of consulting engineers for the next three <br />ears* Prior to 1990, a contract has been renewed periodically with the <br />• - was annually rene otiated <br />present engineer. In most years, the contract a g <br />in terms of fee* It is desirable to amend the current standard method <br />of selecting and retaining consulting.engineers to provide the city an <br />opportunity to maximize the use of available technical expertise in <br />municipal civil engineering and to insure competitive fee structures. <br />Policy Statement: <br />In order to develop a consistent procedure for selecting and retaining <br />consulting engineers for the c *ty, a policy shall be adopted stipulating <br />a method of selecting and retaining consulting engineers. The policy <br />will provide a standard method of selecting consulting engineering firms <br />to be used by the city and also provide for rotation among the firms <br />that will provide service* The policy will also require a service <br />contract and establish the frequency and process for review of existing <br />firms performance <br />Procedure Statement: <br />Using this policy, the city will initially select a pool of fins to be <br />used to provide municipal engineering services to the city■ The pool <br />will consist of up to six general municipal civil engineering firms, two <br />soil and geological engineering firm, two environmental engineering <br />firm, and other firms as necessaryt The pool will initially be selected <br />and a process established for rotating firms into and out of the pool <br />From time to time, 'as the need arises, staff will also be able to select <br />firms from outside the pool for specialized services as necessary. <br />Selection of these firms for specialized projects will use the same <br />general procedure as outlined in the policy* <br />The following procedure is to be used in selecting and retaining <br />consulting engineering firms: <br />
