REQUEST FOR COUNCIL ACTION DATE: 4/26/93 <br />ITEM NO <br />Department p ral : Manager Reviewed: Agenda Section <br />Q4; Reports and Recommendations <br />item Description* Consideration for preliminary feasibility report,, <br />County Road C bikeway /pathway project, SW-93-12 <br />Background: I-n late February,, the city received final notification from <br />the Metropolitan Council that we have been funded for a grant to <br />construct a pathway along County Road C. The proposed project involved <br />the construction of a pathway along county load C from Cleveland to Rice <br />and extensions of pathway north and soluth on Rice, Snelling, and <br />Fairview to connect existing facilities. The program was financed by <br />Federal Interemodal Surface Transportation and Efficiency Pict (ISTEA) <br />funding program and is administered by MADOT working through the Metro <br />council. <br />Following notification of the award of the grant, the council authorized <br />the selection of a consultant. we have retained the firm of BRw to <br />prepare the preliminary design. Before proceeding with preliminary <br />design plans, because of the uncertainty in the funding and approvals <br />required by major agencies, the council directed that a preliminary <br />feasibility study be prepared. The purpose of the feasibility study was <br />to analyze several items including: <br />o whether the project was feasible from an economic ,standpoint and <br />could be constructed for the appro 6d budget <br />o Anticipated cooperation and preliminary commitments from affected <br />agencies including MnDOT, Met Council, FHWA, Be N. Railroad, and NSF <br />o Anticipated righlE-of -stay acquisition needs and estimated costs <br />o Project schedule and feasibility of meeting required schedule <br />milestones. <br />Policy objectives: Since this project is not to be assessed, no formal <br />public hearings are required. However, because of the MnDOT and Federal <br />Highway Administration procedures and guidelines, a public involvement <br />process is necessary. Before proceeding with the project, it is prudent <br />to determine feasibility before significant expenditures are Trade for <br />engineering design* <br />
