Most <br />agree that the proposed uses serve a great Sneed in the Roseville <br />area. most agree on the general arrangement of uses on the site: a <br />new extension of Lincoln Drive to connect C- 2 and Lydia, senior <br />housing located away from Snelling Avenue, the motel and college <br />buildings located closer to Snelling.' And there is general <br />agreement that to efficiently- use the site taller buildings must <br />be allowede <br />with agreement on these general issues, approval of the plan <br />hinges on the details. More importantly, we believe approval of <br />the plan hinges on the details of the edge facing the neighbors. <br />if the Planning Commission believes the proposed plan reasonably <br />accommodates these neighborsr the project should be recommended <br />for approval. If the Planning Commission believes that the imager <br />proximity and detailing of the buildings is not sensitive to the <br />neighbors, the project should be modified before. being recommended <br />for approval. Now that we j. �.-e seen these drawings,, does the <br />Plannin g Commission still • agree: that the project is reasonable' <br />Are the buildings too tall, too c i ose , too large or is the plan <br />a reasonable accommodation of a iauch- needed use being designed <br />efficiently on the site? <br />The question to be answered for any PUD- is what benefits do the <br />city and surrounding properties receive in exchange for <br />flexibility on certain standards in the Zoning Coded The South <br />campus PUD proposes uses that are less intense generally than the <br />Comp Plan and zoning mould allow. The uses are greatly needed in <br />the community, now and into the foreseeable futures The - overall <br />density and size of the buildings exceed the strict standards of <br />the Ra,3 District, but they meet the setbacks and will not shade <br />the adjacent neighbors except for early morning hours in the <br />winter. The back edges of the buildings have been carefully <br />designed to provide interest and generous landscaping and the <br />developer has offered to further enhance the landscaping in each <br />neighbor,f s yard* Tak. �.t together these issues offer a reasonably <br />balanced-project, we 2lieve * <br />We recommend approval of the South Campus PUD with the following <br />conditions <br />l ) That the rightmnof -way for the extension of Lincoln Drive <br />through the site - be dedicated in exchange 'for the City <br />deeding the former Snelling Avenue frontage road <br />rightmnof- way to the owners. <br />
