4 The maintenance of the drainage iil ditch on the west edge of the Pas Place and Russell Court properties and the impact of future development on the ditch was discussed. Reconstruction work on the ditch was done by the City in 1987, witi a flow control weir put in place where the ditch leaves Oasis Pond. Boulder rip-rap was placed on the banks of the ditch, and a 4' -high been was constructed along the rear yard of several homes. Under the berm were placed drain pipes with flap gates to allow water to drain out of the yards under the berm into the ditch. Since the 1987 work, the City has reported a number of problems in and around the ditch, due to a number of factors: Z} Drainage off the P Place parkingIot has caused severe erosion on the bank in certain spots, adding silt to the ditch bottom and reducing its capacity. 2) Movable timbers have been added one the flow control weir on several occasions by someone other than City personnel. This raises the water level in Oasis Pond, causing flooding problems in some residen& yards. 3} Some of the flap gates in the be have been propped open with rocks, allowing water to flow into the rear yards. 4) Rip -rap from the banks has fallen into the ditch bottom, or has been placed there intentionally, also causing a backup of water in the ditch. 5) Volunteer vegetation {weeds, small trees} has grown up near the ditch, reducing its capacity and catching other debris which also reduces the effectiveness of the ditch. i maintenance workers will be att nptin to Tar out some of these obstructions this � City winter in antldi ation of the spring runoff. The City and the developer are nnuutted to p � imp rovin the dralnae situation with the new development. The proposed development on the property will be served by an extension of Lincoln Drive, a public through street connecting Lydia Avenue and County Road G2, starting opposite the existing main entrance into Northwestern College on Lydia Avenue on the north end, and connecting to an extension of Lincoln Avenue at the south end at G2. The frontage road at the eastern edge of the property, next to Snelling Avenue, will be abandoned when this new street is in place. The earliest plans suggested by the developer showed a through connection, but as a private internal driveway. The City planning and engineering staff have insisted that this connection be a public City street built to City standards, for continuity in the roadway system.
