Mi <br />DATE: April 22, 19 9 3 <br />TO: Steve Sarkoz <br />FROM: Sarah Hellefuil <br />Administrative Intern <br />RE: Administrative Offense Information <br />The following i s a general summary of research on the <br />Administrative Offense Ordinance, currently in effect in Mounds <br />View, to determine if a similar ordinance would be appropriate and <br />feasible in Roseville. If such an ordinance were adopted, it would <br />give Roseville jurisdiction to write tickets, collect fees, and <br />hold hearings for all nun - proving traffic violations and a majority <br />of municipal code violations. <br />Probes <br />Under Roseville Is, cur rent system, a Roseville police officer, CSC, <br />reserve officer, inspector, Director of Public works, etc. can <br />mite a citation, after which it becomes the jurisdiction of Ramsey <br />County. ]due to this, the City is unable to track the life of an <br />individual ticket or its outcome unless an officer or code official <br />i s called turt . s end problem with the current court ssten <br />i is that major offenses take precedence over minor offenses such as <br />parking tickets and building code violationse The result is a long <br />waiting period before minor offenses can be resolved. <br />POISMU21 lutiu <br />If are Administrative Offense Code were initiated in Roseville, most <br />citations, with the exception of moving traffic violations, would <br />be processed within-City Hall. This would include collecting fees, <br />holding hearings, and maintaining r-edords for each citation <br />written. The result would be more efficient handling and <br />enforcement of code violations and increMsed revenue to the City. <br />L- <br />1 Increased revenue to the City.,L Under the current system all <br />fees from moving and non - moving citations written in Roseville <br />are collected by Ramsey County. In 1992 the Counter collected <br />almost 240,000. Of this amount, Ramsey County retained <br />roughly $120,000 and returned the other $120,000 to Roseville. <br />If the City initiated the Administrative Offense Code the <br />estimated total additional amount collected would be in the <br />range of $30,000 to $40,000, plus revenue from any additional <br />citations written for code violations. <br />2) Decreased c t time_ or nolige -Code- enforcement <br />off i a .
