U <br />it costs the City time and a half for a minimum of two (2) <br />hours (by union contract) no matter how long the officer is <br />actually at the Ramsey county Court House. In 1992 Roseville <br />officers were paid a total of over $39,,000 for attending 625 <br />hearings . . if an Administrative offense code were implemented, <br />hearings on non - moving violations would be held within City <br />Hall thus reducing the number of visits to Ramsey County and <br />the amount of money spent on police wages. <br />3 w Under <br />the current system there are occasions when a code official <br />will not write a citation because going to court is time <br />consuming, frustrating, and does not always •achieve the <br />desired results. <br />For example , under the current system, if a home owner has a <br />number of junk vehicles in their back yard, a code official <br />will give a verbal warning. 1 f 'the problem continues, a - code <br />official will write out a citation. The citation then goes to <br />Ramsey County. once -the citation is at Ramsey County the <br />Roseville code official has to take a "wait and see" attitude,, <br />not knowing the outcome of the violation If an of fens a Code <br />was instituted the code official would have the authority to <br />hand out a citation aid then follow it to 'its final outcome <br />because of internal records maintenance on all nonmoving <br />violations. <br />Immlementation <br />1 Design an Administrative offense Code citation form. <br />2) Determine a fee schedule which is comparable to state and <br />county guidelines. <br />3) Determine late fees. <br />4) Establish a procedure for collecting fees and maintaining <br />records. <br />5) Authorize, by City ordinance, i0hich staff members will be <br />allowed to mite citations. <br />6) Appoint hearing officers. Hearing officers would have the <br />authority to hear - appeals made by the public. Dearing <br />officers will be selected from current employees <br />7) Determine when and where hearings will be held. <br />Train City employees iri the proper handling of fees and <br />records. It is anticipated that current staff will be able to <br />successfully handle any additional work r*eguiared by this <br />ordinance <br />9) Inform and involve the public. <br />
