Policy Kom 0 018
DEPT Public Works
POLICY TITLE: Amended process for selecting and retaining consulting
engineers
Background statement:
Frior to 1990r the city used a single municipal engineering consulting
firm to provide engineering services. Before the city had a large in!
house staffr most of the engineering was done by the consultant. As the
city's needs changed, in -house staff began to be added to meet increased
engineering needsw However, consulting engineering services are still
required for specialty type projects and to meet "overflow' work loads
when the city is not able to provide necessary engineering services for
city -pro f ects * In 1990, the Council adopted a standard policy for
selection and retention of consulting engineers for the next three
ears. Prior to 1990, a contract has been renewed periodically with the
present engineer. In most years, the contract was annually renegotiated
in terms of fee. It is desirable to amend the current standard method
of selecting and retaining consulting engineers to provide the city an
opportunity to maximize the use of available technical expertise in
municipal civil engineering and to insure competitive fee structures.
Policy statements
In order to develop a consistent procedure for selecting and retaining
consulting engineers for the city,.a policy snail be adopted stipulating
a method of selecting and retaining consulting engineers. The policy
will provide a standard method of selecting consulting engineering firms
to be used by the city and also provide for rotation among the firms
that will provide service. The policy will also require a service
contract and establish the frequency and process for preview of existing
firms . performance e
Procedure statebento.
Using this policy, the city will initially select -a pool of firers to be
used to provide municipal engineering services to the city. The pool
will consist of up to six general municipal civil engineering f i rma r one
soil and geological- engineering firm# one environmental engineering
firm, and other firms as necessary. The pool will initially be selected
and a process established for rotating firms into and out of the pool.
From time to time, as the need arises, staff will also be able to select
firms ' from outside the pool . for specialized services as 'necessary.
Selection of these firms for specialized projects will use the' . samie
general procedure as outlined in the policy*
The following procedure is to.be used in selecting and retaining
consulting engineering firms:
