Award of bid, John Rose Minnesota oval, <br />bandy/ speed skating facility, Project . M-92-23, <br />Background: As directed by City Council, bids were received recently <br />for the construction of the ice system for the John Rose Minnesota Oval <br />The proposal was done as a design /build proposal to allow creativity in <br />design and flexibility in materials and products. <br />Compared to the traditional low bid award process in analyzing this bid <br />award, criteria to consider must include the following items: <br />1. Base bid <br />Alternate bids <br />3. Design team qualifications <br />4* Design team concept drawings <br />59 project design <br />Bids were received for the project on March 25, 19 9 3 . A summary of the <br />hid from each bidder as analyzed by the project engineer, Bonestroo, <br />osene, Anderlik, and Associates, is attached for council review. -The <br />low base bid was submitted by Shingobee Builders in the amount of <br />$21058FOOOs All the other bids are summarized on the atta0hed form. <br />Bonestroo, Rosene, Anderlik, and Associates, through project engineer <br />Jim Maland, has provided a detailed analysis of all the bids regarding <br />not only the base bid but also bid alternates, design team <br />qualifications, and an analysis of the design concept drawings for the <br />project.' <br />ro j ect . ' . <br />Policy objectives: Based on past practice, the City Council has awarded <br />the contract to the lowest responsible bidder. In this case, the <br />contract award must also be based on other criteria as previously <br />defined since the bid is a design /build concept. <br />Financial implications: while the price for the ice system is slightly <br />higher than originally estimated, we believe the bid figure from <br />hingobee Builders is the most responsible bid and should be awarded. <br />Council was provided an updated oval budget dated March 31, 1993, <br />analyzing the current Oval budget including costs incurred to date for <br />
