These options have recently <br />been reviewed with the council. <br />It should be clearly understood that based on the bid documents, the <br />financial analysis of the bids can only include base bid and the four <br />listed alternates. optional alternates cannot be used as a basis for <br />award of bid. <br />Based on the budget analysis, assuming no major contingencies and cost <br />overruns for the ice system, there should remain approximately $330,000 <br />for other project components including buildings and site improvements. <br />To build the site improvements and building as desired, additional <br />financing will have to be obtained* This has been discussed in detail at <br />previous meetings with the council and several options have been <br />outlined. <br />Staff recommendation e. Based on the low ]yid of Shingobee Builders and <br />the extensive analysis provided by Bonestroo, Rosene, Anderlik, staff <br />believes that Shingobee is the most qualified firm to complete this <br />project and has submitted the lowest responsible base bid.
