Gross gambling sales have increased approximately 3.3% over 3.991- <br />while net profits after prises have increased 13.5 %. The signif. <br />icant increase in net gross profit is due to a slight overall <br />decrease in the prize payout percent of approximately 1 S %. <br />The decrease in state and federal taxes is somewhat . mi sleading, <br />in that significant taxes are paid at the time bingo and pulltab <br />paper is purchased and is included in the cost of the product. <br />l force at <br />Enforcement of the city ordinance consists of three major ele- <br />ments: <br />City licensing and financial report review <br />Police site inspections <br />Outside audits by certified public accountants <br />Licensing and Fiscal Reuort Review <br />Each month, each organization submits a copy of the State Gam - <br />bling Report to the City. City staff reviews the report, and <br />completes a.financial check. on a number of occasions in 1992, <br />errors were detected and the group notified.
