These - changes require a combination of training and review of various laws and ordinances. Very often City staff will meet with the new board members or officers to assist in their questions or concerns. It is continually stressed by both the State and City Staff that it is critical the Hoards and officers of the various organiza- tions understand how important their role is in managing the gambling operations of their organizations. Our review of 1992 lawful gambling operations indicates that the policy concerns as outlined . above were fulfilled. The 1992 year did show an overall aligit increase in Bross gam - bling proceeds due primarily to increased bingo activity at the licensed Knights of Columbus bingo hall. Enforcement operations seemed to indicate that ' lawful gamb ling in Roseville is generally well operated by the organizations, and the proceeds are being used to benefit the citizens of Roseville. City a t a f f has no specific current r e comendat i ons to make to the Council. However, one recommendation for the future could in- clude having an active part -time on -site inspector at the Bingo Hall. Since it is now a full seven days a week operation, such inspection would allow for more observation, provide for frequent spot checks of the various games, game operations, and internal control effectiveneas. We will have a short presentation at the March 15, 1993 work session and staff will be available to respond to any questions the Council may have regarding the lawful gambling enforcement within Roseville.
