Operatics of Pexmitted a zatic � <br />Each year, nearly every organization has some change in either <br />its board or officers. These - changes require a combination of <br />training and review of various laws and ordinances. Very often <br />City staff will meet with the new board members or officers to <br />assist in their questions or concerns. <br />It is continually stressed by both the State and City Staff that <br />it is critical the Hoards and officers of the various organiza- <br />tions understand how important their role is in managing the <br />gambling operations of their organizations. In addition, they <br />also teed to fully understand the liability they could incur <br />should they not properly exercise their responsibility,,, <br />Counc;UL Policy Xaaues <br />Council policy concerns in the past have been: <br />Reasonable assurance that permitted groups are <br />following the law and operating properly <br />Gambling Proceeds are going to lawful purposes <br />The Ccumunity as a whole is benefiting from <br />lawful gambling proceeds,. <br />Our review of 1992 lawful gambling operations indicates that the <br />policy concerns as outlined . above were fulfilled. <br />The 1992 year did show an overall aligit increase in Bross gam - <br />bling proceeds due primarily to increased bingo activity at the <br />licensed Knights of Columbus bingo hall. <br />Enforcement operations seemed to indicate that ' lawful gamb ling in <br />Roseville is generally well operated by the organizations, and <br />the proceeds are being used to benefit the citizens of Roseville. <br />City a t a f f has no specific current r e comendat i ons to make to the <br />Council. However, one recommendation for the future could in- <br />clude having an active part -time on -site inspector at the Bingo <br />Hall. Since it is now a full seven days a week operation, such <br />inspection would allow for more observation, provide for frequent <br />spot checks of the various games, game operations, and internal <br />control effectiveneas. <br />We will have a short presentation at the March 15, 1993 work <br />session and staff will be available to respond to any questions <br />the Council may have regarding the lawful gambling enforcement <br />within Roseville. <br />
