TRANSPORTATION <br />VISION <br />Roseville shall be a community with a transportation network that <br />effectively serves the needs of those who walk, ride, and <br />transport materials throughout the city. This network should be <br />efficient, minimally polluting, convenient, attractive, and an <br />integral pant of our community and its development. <br />We-believe in balance. The needs of those who travel by motor <br />vehicle to, within, and through our community must be met, but net <br />at the expense of the environment or the quality of life for local <br />residents.. The needs created by the existing commercial <br />development must be balanced by the needs and desires of nearby <br />residents. Auto, truck, and bus traffic must be facilitated, but <br />should not dominate to the exclusion of other modes of <br />transportation such as walking or bicycling. T ransportat ion <br />concerns must be addressed during the planning stages of any <br />commercial or residential developments undertaken in the future* <br />GOALS <br />Nonmotorized Transportation <br />Roseville should establish an extensive network of <br />nonmotorized pathways for pedestrians and inexperienced <br />bikers, This network should be continuous, connecting <br />neighborhoods, parks, schools, libraries, and commercial <br />establishments. These pathways should be set apart from <br />street traffic, have well marked and accessible crossings, <br />and a safe surface which would be maintained year around. <br />In conjunction with this system, bike arteries for <br />experienced cyclists should be developed in cooperation <br />with the surrounding communities, Ramsey County,, and the <br />State. These bikeways should also be continuous, <br />connecting with actual or proposed and approved bikeways in <br />adjacent communities, and be designed and built to conform <br />to national standards. <br />- Update and reaffirm Roseville # s current nonmotorized <br />pathway plan. <br />ohm Consider construction of nonmotorized pathways,when <br />streets or parking lots are Resigned or improved. <br />Review and incorporate the materials on bikeways from <br />Boulder, Colorado and the paper by "Friends of Parrs and <br />Trails in Zt . Raul and Ramsey County" when design ing the <br />nonmotorized pathway network. <br />
