- Incorporate design standards from the American <br />Association of State Highway and Transportation manual, <br />"Guide for Development of New Bicycle Facilities in <br />1981110 <br />Agree to acquire land and ]wild structures where <br />necessary to eliminate gaps and barriers in the <br />interests of pedestrian and bike safety. <br />Develop safe bicycle and pedestrian movement within and <br />around major parking areas, together with safe and <br />continuous access around, between j and among the major <br />shopping centers of . Har Mar, Rosedale, and all the <br />Rosedale satellites, as well as other shopping areas in <br />Roseville. <br />Design pathways removed from heavily traveled streets, <br />but only if it can be done without sacrificing personal <br />security. <br />Increase attention to street crossings with proper <br />marking, lighting, and signals, including provisions for <br />the slower movement of the handicappedO <br />- Ban turns on red when required to assure the safety of <br />pedestrians. <br />Enforce laws relating to pedestrian and bicyclist rights <br />and safety <br />-- <br />Develop small neighborhood centers for sundries and <br />postal services (with very limited parking, rather like <br />the old corner store) . <br />- Develop vigorous educational .and promotional campaigns <br />to outline the alternatives to individual automobile <br />use, eliciting resident support and comment. <br />- Combine pathways with strong programs of environmental <br />protection with native plantings, reforestation , and <br />general beautification* <br />Consider the use of surmountable curbs along residential <br />streets to enhance safety for all modes of nonmotorized <br />transportation. <br />Install sidewalks in purely residential neighborhoods <br />only by petition of the affected residents. <br />Require nonmotorized pathways in new residential <br />development. <br />2 <br />
