Page 2 <br />Steven Sarozy <br />February 11, 1993 <br />Rosedale area, would be an ideal project for funding under the <br />1994 federal program which will be receiving applications in May. <br />Also, in discussions with the RTH, the MTC, other transit related <br />agencies, and Mn T, they have suggested that we should pursue <br />the HOV portion of the project , .stage 1B O, since that is of <br />interest to the transit related agencies and financing may be <br />ava i lab 1 e in 1994 ups ing separate - state funds. <br />Done of the agencies at this time are interested in contributing <br />towards the development of a feasibility study as outlined in the <br />project financial plane However, the agencies have indicated <br />that the project needs further clarification and definition, so <br />it might be reviewed in greater detail by affected agencies for <br />future f inanc ing <br />What has been suggested at this time is a preliminary feasibility <br />study as outlined in the attached proposal-letter from BRW. The <br />anticipated cost of this study is $30,000, and it is proposed <br />that the City of Roseville and Rosedale split the cost for the <br />initial study equally with each agency paying $15,000* In the <br />original proposal, if the project were funded for further work, <br />our share of the Stage 1 study would have been $10,000, cash and <br />$io.000 in additional "in -kind" services. <br />Moving ahead with this feasibility study will not guaranty <br />financing of the major study or financing for the improvements <br />However, for further consideration] additional information is <br />.re fired. It would be appropriate for us to participate in this <br />study in order to pursue financing for these needed improvementse <br />The $15,000 can be funded from the city O s- M o S e A e fund. <br />Staff recommendation: In order to proceed with the project and <br />sue available financing, it is recommended that the council <br />pursue g � <br />consEder the - expenditure of up to $15,000 for the city � s share of . <br />the p reliminary feasibility report and authorize execution of the <br />agreement with BRW to provide the services. BRW has indicated <br />that it is also willing to donate 111n- kind'l services up to an <br />amount not to exceed 51000 to support the projecte' All the <br />agencies and the consultant recognize that the implication of <br />g <br />such improvements go far beyond just the City of Roseville and <br />Rosedale and has application throughout the metropolitan area in <br />other suburban locations near regional shopping facilities. Hr. <br />Jeff Benson from BRW will be at the February work session to <br />discuss the project in greater detail with the council. If the <br />council concurs with the recommended expenditureor the item should <br />be considered for formal approval of the agreement at the next <br />regular-council meetings <br />
