Because of staff shortages
due to Doug Strong's illness and Karl Keel's resignation, we have been
unable to complete feasibility reports for Neighborhoods 52 and 53.
Rather than delay the grogram and risk considerably higher costs, it is
recommended that these neighborhoods be deleted from the 1993 program
and included in the 1994 Pavement Management Program.
Policy objectives: This action is consistent with policies approved by
the council for the Pavement Management programs Following past
practicer if the council concurs with the recommendation, neighborhoods
affected should be notified of the change in program schedules
Financial Implications: As discussed at the work session, this action
will reduce the 1993 program by approximately $340,000. The 1994
program will be increased by this amount.
staff recommendation oo Staff recommends that these two neighborhoods be
deleted from the program. As noted at the work session, Neighborhood 53
has submitted an alternative feasibility report that needs further.
review and consideration* Also? Neighborhood 52 has submitted a
petition signed by 85 of the property owners indicating ob]ection to
the suggested program and requesting alternative widths for cons iderat ion .
staff recommends that these items be discussed with the neighbors after
we have had an opportunity to review the pMp policies, width standards,,
and alternative construction materials. It is recommended that these
neighborhoods be constructed in 1994 as outlined after neighborhood
meetings are held to discuss alternatives with the neighbors. These
meetings would be held in July and August of 1993#
Prior to that date, staff would meet with the City Council at a work
session to discuss the following items:
1,, pavement Management Program policies
2. street width alternatives
3* Construction material alternates
4, possible changes in assessment methods for alternate constructions
RECOMKZNDED COUNCIL ACTION
Adoption of resolution amending prior resolutions selecting
neighborhoods for 1993 PMp b deleting Neighborhoods 52 and 53 from the
1993 pavement Management program and including these neighborhoods in
the 1994 PMp *
