POLICY OBJECTIVE <br />The city currently has a policy for selection of consulting engineers. <br />The policy al lows selection of special consultants for unique projects. <br />The policy we currently have would allow a consultant to be selected from <br />itside the pool for design of a facility such as the John Rose Minnesota <br />OVAL. Council approval of the contract for engineering design services <br />with BRA is necessary. Also, council concurrence for canceling the <br />existing design consultant contract with BRW is required,. <br />FINANCIAL IMPLICATIONS <br />We have discussed on several occasions the budget for the OVAL project, <br />The council is aware of the tight financial situation relating to the <br />project. The present budget for engineering and architect service fees <br />includes a figure of $72,000 for ice system design. In discussions with <br />Mr. Lemberg, as a result of the tight budget, he had agreed to reduce his <br />fees to approximately $50,000, <br />The attached proposal from Ronestroo , Rosene, and Anderl ik indicates an <br />engineering fee for design of the ice system of $89,000. This is $17,000 <br />more than the original contract with BRW and $39,000 more than the re- <br />duced contract amount. We are confident that more detailed engineering <br />analysis will be provided by the BRA proposal than would have been avail - <br />able through the BRW arrangement and the higher fee appears justified. <br />The proposal from Bonestroo, Rosene and Anderlik also has a section <br />regarding design of the building for the compressor system and the ice <br />resurfacing equipment. originally, this work was to be included in the <br />building design architect contract with BRAT. Since the ice system re- <br />quires installation of the compressor equipment in a building and power <br />provided to this building, it is appropriate that the building should be <br />onstructed, in conjunction with the ice system. The total fees for <br />design and construction services f or the building portion of the project <br />to house mechanical equipment and ice resur f avers is $26,000. Payment <br />will be made to the consultant on an hourly basis with upper limits <br />established in the proposal. <br />STAFF RECOMMENDATIONS <br />Based on this change in scope of the project, staff recommends that the <br />original BRAT contract be canceled. # New contracts should be renegotiated <br />with individual consultants as required. <br />New contract would include a separate contract with TKDA under the exist- <br />ing engineering services contract for sports architecture and design <br />services for lighting, scoring and timing devices, sound system, electri- <br />cal system, and other miscellaneous support facilities.. Site engineering <br />can be handled by an amendment to the existing BRW civil engineering <br />services contract to allow completion of the grading portion of the OVAL <br />contract. If the financing is arranged for a major building addition to <br />the existing ice arena for support for the OVAL, a contract with BRW <br />architects should be negotiated separately for this work* <br />Attached for council review is a proposed scope of service, project <br />budget, and project schedule from BRA. we believe that all the informa- <br />tion contained in this transmittal is appropriate and should be consid- <br />ered.
