Regular City Council Minutes —1 2108/03
DRAB Minutes - Page 2
2004 Budget; COLA
Mayor Kysylyczyn sought additional discussion on
whether the previously approved cost of living
adjustments for 2004 in salaries and wages at 2.3% be
reopened and reduced further. There was not sufficient
support to reopen discussions; and no action was taken.
2004 Budget; Leaf Pick Up Program Subsidy
Reduction
Kysylyczyn moved, Kough seconded, elimination of the
subsidy for the city -wide leaf pick up program; applying
the savings of approximately $40,000 of property tax
monies to the deficit; stipulating that program participants
pay for the full cost of the program.
Councilmember Kough expressed concern in whether an
approximate $30.00 per user cost for the program was an
accurate projection.
Discussion ensued among Councilmembers and staff
regarding the number of users in the program in 2002 and
2003; actual costs; projected costs; increases or decreases
in users; willingness of participants to fully -fiend the
program; and city benefits for storm gutter cleaning with
those numbers being reflected in program costs.
Councilmember Klausing opined his concern that this
issue was once again ender discussion, and public
perception of this proposed Council action; and spoke
against the motion.
Mayor Kysylyczyn debated whether citizen comments
previously heard supported a subsidized or user -fee paid
program.
After further discussion, Kysylyczyn amended the motion
to reduce the subsidy by $10,000 in order to allow a
cushion for actual user fees realized, rather than the
original $30,000 reduction.
Public Works Director Schwartz and Finance Director
