Regular City Council Minutes — 12/08/03 <br />DRAFT Minutes - Page 26 <br />Miler noted that few fund savings would be realized, as it <br />would actually represent a reallocation of resources, rather <br />than an actual General Fund budget reduction, given the <br />labor and equipment costs that were funded through the <br />Stormwater Utility Fund. <br />Kysylyczyn amended the motion once again to reduce by <br />$20,000 the subsidy for the lead pick up program; with the <br />users paying the actual cost of the program. <br />Roll Call <br />($20,000 reduction) <br />Ayes: Kough, Schroeder and Kysylyczyn. <br />Nays: Maschka and Klausing. <br />20D4 Budget; Chamber Membership <br />Kysylyczyn moved, Schroeder seconded, elimination of <br />the 2004 appropriation of $580.00 for the City's <br />membership in the St. Paul Area Chamber of Commerce. <br />Mayor Kysylyczyn rebated his ethical issues with the <br />Chamber making contributions and endorsing political <br />candidates and whether it was appropriate for the City to <br />belong to such an organization. <br />Mayor Kysylyczyn referenced a report by the City of <br />Brooklyn Park and their opinion on membership in <br />Chamber of Commerce organizations; noting that City <br />Attorney Anderson had prepared a legal opinion in <br />opposition to that City's report. <br />After further discussion and debate, Mayor Kysylyczyn <br />called the question. <br />Roll Call <br />Ayes: Maschka, Klausing, Schroeder and Kysylyczyn. <br />Nays: Kough. <br />Councilmember Klausing sought clarification from Mayor <br />Kysylyczyn on other outstanding items or resolution of <br />items related to final approval of the 2004 Budget, for his <br />and the public's benefit. <br />
