k*.6HYH+E <br />Request for Council Action <br />D December <br />Item m b ' B <br />Department Approval Manager Approval Agenda Section <br />- - - �/J ? , /� /I ., ,- 7f - - organizational Business <br />Item Description: <br />Update on Special Election Dates <br />lust Monday, just before your council meeting, the Mayor called asking if staff had a draft <br />timeline for the special election process relating to Councilmember Ill ausing's seat. we placed <br />draft schedule on the dais that contains a proposed timeline for both the temporary appointment <br />of a councilmember and for a special election for that seat. The City Attorney has not reviewed <br />this timeline. It is just a draft. <br />Now, at the Mayors request the council may consider- a council policy for filling council <br />vacancies. <br />Staff will take this opportunity to provide an update on the special election dates. As required by <br />the new ordinance you enacted, the special election shall be held as soon after the vacancy is <br />declared as is practical under state law. <br />Because of publishing requirements, filing schedules, printing ballots and allowing time for <br />absentee voting, an early April election is the earliest practical. April 6 is the beginm' ng of <br />Passover, April 11 is Easter Sunday, and Apr' 1 13 is the last day of Passover, making Tuesday, <br />April 6 and 13 unpractical as election dates, in our opinion. (Six of the ten Roseville polling <br />sites are churches.) City staff contacted the ten Roseville polling places about their availability <br />as election sites on April 20 and 27. precinct 1 is not available on April 7, and they are <br />checking to see if April 20 is available. All other precincts are available on April 20. <br />Financial Implicationsm. <br />We are waiting to hear whether Centennial United Methodist Church in precinct '1 is available on <br />April 20. That Church has been the polling place in precinct 1 for a considerable time. The <br />have another event scheduled. on April 20, but they are meeting on December 16 to decide <br />whether they can accommodate two events. If the Church is not available the City must either <br />select an alternative date or alternative location. If the City changes the polling location in <br />Precinct 1 for the Special Election from the Church used this past November for the General <br />Election, we understand we are required by state law to send a first class notification to all <br />registered voters of the new voting location, precinct 1 has 3,397 registered voters. Postage <br />g <br />would cost $ 1,256.89 plus the cost of developing and printing letters. If the City then returned to <br />use the Church, we would again bare to notify registered voters of the change back. <br />We will provide more information to the Council as it becomes available to us. <br />
