DATE: 12/15/03 <br />ITEM O.: X1. E. <br />The Grass Labe watershed Management Organization was established by a joint powers agreement <br />between the City of Roseville and the City of Shoreview following the Metropolitan Surface Water <br />Management Act of 1982. The Grass Lake watershed cover approximately 9 square miles comprised of <br />the northeast one third of Roseville and the southern half of Shoreview. Major water bodies in the <br />watershed boundaries are Bennett Lake, Lake Owasso, Lake wabassc x Grass Lake, and Snail Lake. <br />Under the bylaws of the grass Labe Watershed Management Organization, the five - member board is <br />comprised of a combination of Roseville and Shoreview members appointed by the respective city <br />councils. Board members serve three -year terms, with three of the five members being from Shoreview <br />in 2003 and two members being from Roseville in 2003. Annually, the City representation alternates <br />between two or three board positions. The terms of Gene Soderbeck and Tom Landwehr, both <br />Shoreview residents, expire on Decemi er 31, 003. Roseville is responsible for filling one of these <br />vacancies. <br />The board meets quarterly, with public works staff` from Roseville and Shoreview acting as technical <br />advisors and carrying out the day -to -day functions of the w O. Consulting services are sought <br />occasionally for special projects or studies. <br />IA 0. 1 1 <br />Staff should advertise vacancy for the Grass Labe watershed Management Organization for a three -year <br />term beginning January 1, 2004.
