• * ■ <br />DATE: E. 1 f 15! 03 <br />ITEM EM NLJ.. <br />Department Approval: Manager i ■ Agenda ■:: o <br />Consent <br />Item Description* Approve Change Order for Arona Pond Improvement Project; Phase I <br />Background: The Arona Pond Improvement Project will increase the pond capacity, through the installation of a <br />lift station, restoration of infiltration component of the basin, and expanding the size of ` the pond. This project <br />consists of two parts. The first phase is the excavation of the existing pond and installation of new outlet p i P es. <br />The second phase will be the construction of the lift station. Bids were solicited for Phase I during the month of <br />September and awarded to Zappa and Sons construction on September 29,2003. <br />The project has been underway for the last month. Tree removal has been completed and the contractor has been <br />working on excavation. This proposed change order is for the extension of 5 pipe outlets into the pond that were <br />under water when the initial survey was completed for this project. Three of these outfalls drain city storm sewers <br />acid were an oversight that should have been included in the original bid. Two of the outfalls drain storm water <br />from the JLT site, and were not discovered until the contractor drained the pond for excavation. Upon dewaterin <br />Fo g <br />the pond, we were able to survey and complete a redesign to lower and extend these existing outfalls. The new <br />outlets will convey the storm water under the proposed trail into the new pond. The Change order increases the <br />contract by 35,001,00. This is an 8% increase to the overall contract price of $433,245.10. <br />Policy Implications: The proposed Change order- requires Council approval. The work is critical to <br />drainage in the residential and commercial neighborhoods surrounding the pored. If these outfalls are not <br />extended, it will impact the way the pond and trail functions in the future. <br />Financial implications: The total proposed project cost for this improvement was originally estimated at <br />700,000. This includes both Phase I and Phase U. The total cost of the project would be split according to <br />p g <br />the contributing runoff volume. The contributing volume is split 13% DEVELOPER/ 7% CITY. Revised <br />estimates place the total prof ect cost closer to 600,000; $78,000 Developer cost/ $522,000 City storm water <br />utility funds. The storm water utility fund will be reimbursed for this project through future development <br />contributions within this watershed and future captured tax increment funds. once Phase II bids have been <br />opened we will be able to provide a final cost participation summary. <br />The change order cost will be added to the overall contract and financed as described above. <br />LOW <br />Motion approving Change order No. I for M-03-06 rona Pond Improvement Project, Phase .I in the <br />amount of $35,001. <br />Prepared by: Debra Bloom <br />
