Regular City Council Minutes — 11/24/03 <br />Recess Recess <br />Mayor Kysylyczyn recessed the meeting at 7:I4 p.m. and <br />reconvened the meeting at 7:17 p.m. and continued Public <br />Comment rebated to the Special Election ordinance. <br />3. Al Sands, 2612 Aldine <br />Mr. Sands opined his support of the ordinance as <br />presented. <br />Councilmember Klausing attempted to introduce a <br />proposal for public consideration, with Mayor <br />Kysylyczyn refusing to allow the request, and <br />requesting that several members of the audience who <br />had returned to the podium, be sewed as they had <br />already spoken. <br />4. Ms. Basich, 1026 Woodlyn Avenue <br />Ms. Basich spoke in support of the motion as <br />currently stated, opining that we lived in a <br />democracy and had a right to vote; and without <br />action, someone would be appointed. <br />5. Joe Machyowsky, 2690 North Oxford <br />Mr. Machyowsky concurred with Ms. Basich's <br />comments regarding democracy, opining the need <br />for an immediate vote. <br />Recess Recess <br />Disregarding the City Attorney's recommendation that he <br />acknowledge and not limit those wishing to speak, Mayor <br />Kysylyczyn recessed the meeting at 7:27 p.m. and reconvened <br />the meeting at 7:29 p.m. to continue Public Comment related to <br />the Special Election ordinance. Mayor Kysylyczyn recognized <br />several Roseville Police Officers in the back of the Chambers, <br />and requested that they remain through the current discussion <br />in order to maintain order, opining the disruptive nature of <br />several audience members. <br />6. Bruce Kennedy, 2151 Hamline Avenue North <br />Mx. Kennedy spoke to the process to have a majority <br />
