Mr. Kennedy offered an alternative, with due respect to those wishing to vole, opining that majority winners in an election appeared to be the topic. Mr. Kennedy outlined recent state legislation requiring school districts to hold primaries if there were more than two candidates for each post, even at excessive cost, but that the principal is the important issue to achieve majority rule. Mr. Kennedy further opined those options available and those not available to the Council at this time in order to achieve a majority vote and accomplish everyone's goals. 7. Speaker Unidentified The speaker responded to the comments regarding a majority winner and stated that we didn't have majority winners in the Presidency; Governor's Office, or other elected officials, opining that all had been less than a fifty percent (50 %) majority and the democracy continued to flourish. Mayor Kysylyczyn closed public comments at 7:35 p.m., opining several statements in response to comments received. Mayor Kysylyczyn reviewed the motion on the table, with revisions identified in the November 20, 2003 Legal, Opinion of Ratwik, Roszak &Maloney, P.A. and the Ordinance currently on the table identified as: "Revised City Attorney Special Election Ordinance No. a (Addresses legal issues in version passed by Council )." Mayor Kysylyczyn noted the revisions in this draft from the ordinance presented at the first reading on November 109P 2003. Those items noted by Mayor Kysylyczyn included Section B, "Special Election," with Item "2" deleted; that no Primary Election would be held prior to the Special Election; and the addition of a phrase related to liming addressed in the third paragraph of the Legal opinion prepared by City Attorney day Squires,,
