Mr. Kennedy offered an alternative, <br />with due respect to those wishing to vole, opining <br />that majority winners in an election appeared to be <br />the topic. Mr. Kennedy outlined recent state <br />legislation requiring school districts to hold <br />primaries if there were more than two candidates for <br />each post, even at excessive cost, but that the <br />principal is the important issue to achieve majority <br />rule. Mr. Kennedy further opined those options <br />available and those not available to the Council at <br />this time in order to achieve a majority vote and <br />accomplish everyone's goals. <br />7. Speaker Unidentified <br />The speaker responded to the comments regarding a <br />majority winner and stated that we didn't have <br />majority winners in the Presidency; Governor's <br />Office, or other elected officials, opining that all had <br />been less than a fifty percent (50 %) majority and the <br />democracy continued to flourish. <br />Mayor Kysylyczyn closed public comments at 7:35 p.m., <br />opining several statements in response to comments <br />received. <br />Mayor Kysylyczyn reviewed the motion on the table, with <br />revisions identified in the November 20, 2003 Legal, <br />Opinion of Ratwik, Roszak &Maloney, P.A. and the <br />Ordinance currently on the table identified as: "Revised <br />City Attorney Special Election Ordinance No. a <br />(Addresses legal issues in version passed by Council )." <br />Mayor Kysylyczyn noted the revisions in this draft from <br />the ordinance presented at the first reading on November <br />109P 2003. Those items noted by Mayor Kysylyczyn <br />included Section B, "Special Election," with Item "2" <br />deleted; that no Primary Election would be held prior to <br />the Special Election; and the addition of a phrase related to <br />liming addressed in the third paragraph of the Legal <br />opinion prepared by City Attorney day Squires,, <br />
