Regular City Council Minutes — 11/24/03
DRAFT Minutes - Page 8
not held.
Councilmember Klausing recognized his previous
incorrect statement related to timing between the Primary
and Special Elections; opining his continued support of the
amendment.
City Attorney Anderson, in response to a question of
Councilmember Kough, noted that provisions binding
state legislative processes did not apply to municipalities.
Mayor Kysylyczyn reviewed the motion on the table,
noting that an affirmative vote would be in support of a
Primary Election; and a negative vote would not support a
Primary Election.
Amendment to add a Primary
Roll Call
Ayes: Maschka, and Klausing.
Nays: Schroeder, Kough and Kysylyczyn.
Klausing moved, Maschka seconded, an amendment to the
draft ordinance regarding Special Elections, that if a
candidate receives more than fifty percent (50%) of the
votes in the Special Primary Election, a Special General
Election will not be held.
Councilmember Klausing opined that this option would
address additional delays in Primary and Special Elections
and his concern about a small plurality of the vote.
Councilmember Schroeder spoke against the amendment,
noting the difficulty in notifying the residents of the need
to return to vote; opining that this was not a plausible
alternative.
Klausing - to Schroeder -not sure how to address, assume
same way through election office -not sure if we need to
take action this week, if you want Carolyn Curti to address
Further debate ensued among Councilmembers Klausing
and Schroeder and Mayor Kysylyczyn.
