Maschka moved, Schroeder seconded, acceptance of the preliminary proposal of Rottlund Companies to be designated as the Master Developer for the 275 acre Twin Lakes Redevelopment Area, subject to completion of a preliminary Master Developer Agreement to be prepared by the City's Development Attorney Jim Casserly, and approved by the City Council at their December 8, 2003 regular City Council meeting; providing 90 days thereafter to complete a final Development Agreement that would include the use of public development tools, including public purpose condemnation as needed to establish fair market value as a fast resort, tax increment financing, long -term assessments, deferred assessments, Industrial Revenue Bonds, infrastructure bonds, grants and loans; as maybe applicable. Councilmember Klausing offered a friendly amendment to the motion to add the word "tentative," as follows: "...acceptance of the preliminary proposal of Rottlund Companies to be designated as the "tentative" Master Developer for the 275 acre Twin Lakes Redevelopment Area, subject to completion of a preliminary Master Developer Agreement to be prepared by the City's Development Attorney Jim C While not able to identify the necessity and apparent redundancy of the wording, Councilmember Maschka accepted the friendly amendment. Councilmember Maschka summarized previous discussions and background information, stating the intend was to achieve the best overall property development, and recognized major infrastructure requirements for the side; the complexity of the site and timeline considerations; as well as the need for all parties to compromise to realize the best project on behalf of the citizens of Roseville.
