1P :1�q.ejjular City Council Minutes f <br />DRAFT Minutes - Page 10 <br />Ryan Companies, Roseville residents; residential and <br />commercial property owners in the Twin Lakes area; and <br />the City Council and staff. <br />Maschka moved, Schroeder seconded, acceptance of the <br />preliminary proposal of Rottlund Companies to be <br />designated as the Master Developer for the 275 acre Twin <br />Lakes Redevelopment Area, subject to completion of a <br />preliminary Master Developer Agreement to be prepared <br />by the City's Development Attorney Jim Casserly, and <br />approved by the City Council at their December 8, 2003 <br />regular City Council meeting; providing 90 days thereafter <br />to complete a final Development Agreement that would <br />include the use of public development tools, including <br />public purpose condemnation as needed to establish fair <br />market value as a fast resort, tax increment financing, <br />long -term assessments, deferred assessments, Industrial <br />Revenue Bonds, infrastructure bonds, grants and loans; as <br />maybe applicable. <br />Councilmember Klausing offered a friendly amendment to <br />the motion to add the word "tentative," as follows: <br />"...acceptance of the preliminary proposal of Rottlund <br />Companies to be designated as the "tentative" Master <br />Developer for the 275 acre Twin Lakes Redevelopment <br />Area, subject to completion of a preliminary Master <br />Developer Agreement to be prepared by the City's <br />Development Attorney Jim C <br />While not able to identify the necessity and apparent <br />redundancy of the wording, Councilmember Maschka <br />accepted the friendly amendment. <br />Councilmember Maschka summarized previous <br />discussions and background information, stating the intend <br />was to achieve the best overall property development, and <br />recognized major infrastructure requirements for the side; <br />the complexity of the site and timeline considerations; as <br />well as the need for all parties to compromise to realize the <br />best project on behalf of the citizens of Roseville. <br />
