Regular City Council Minutes — 11124103 <br />DRAFT Minutes - Page 13 <br />and further public comment process, an acceptable land <br />use plan incorporating abroad consensus would be <br />achieved. <br />Further discussion ensued related to the process and <br />development of the plan; environmental, land use and <br />market realities to be considered; and extensive dialogue <br />with stakeholders. <br />At the request of Councilmember Klausing, City Manager <br />Beets responded to staffs preference to have assistance in <br />managing and coordinating the project, given its <br />magnitude and potential acreage involved; potential <br />additional job creation; possible Tax Increment Financing <br />(TIF); and other financial alternatives. City Manager <br />Beets opined that it would be in the best interests of the <br />City Council, residents, developers, land owners, and staff <br />to have professional guidance as this long -term <br />development project was achieved. Mr. Beets further <br />opined that such guidance would ensure consistency, as <br />the City did not have the current staffing to meek a project <br />of this size, thus noting his preference to creation of a <br />position of a Site Manager. City. Manager Beets further <br />noted that, if the Council preferred the alternative of <br />seeking Request for Proposals (RFP's), it would require a <br />substantial investment of time and money. <br />Councilmember Maschka opined that given the substantial <br />assemblage of property, and other mergers that have taken <br />place, the Allina inquiry precipitates faking a faster <br />approach; further opining that while the City of Roseville <br />may not realize the addition of the A11ina corporate <br />headquarters, it should not avoid seizing the opportunity. <br />Councilmember Maschka further opined that, given the <br />Allina portion of the project, following the lengthier RFP <br />process does not seem the best alternative. <br />Mr. Noonan concurred with Councilmember Maschka, <br />opining that the RFP process works when all of the <br />property is under the control of one party or entity, but that <br />was not applicable to this site, as it has multiple property <br />
