Regular City Council Minutes -- 11/24/03 <br />DRAFT Minutes - Page 14 <br />owners, <br />Councilmember Kough questioned Mr. Noonan as to the <br />historical City Council vision for redevelopment of this <br />area, and whether those would be given consideration. <br />Mr. Noonan responded that positive learning visions from <br />the past, as well as contemporary concepts, would be <br />considered and expressed his firm's preference to engage <br />the public to provide their thoughts and aspirations, and <br />seek consensus of the community and City Council as <br />appropriate. <br />In response to Councilmember Kough's expressed <br />concern, Mr. Noonan addressed the negotiation of <br />performance criteria in clear and decisive language <br />between the City of Roseville and Rottlund Companies <br />that would allow termination of the agreement if <br />necessary. <br />Terry Moses, 1776 Maple Lane <br />Mr. Moses spoke in favor of the RFP process, given the <br />magnitude of this project; questioned the benefit to the <br />City of Allina locating in.Roseville; and opined a potential <br />conflict of interest of Ryan Companies working with <br />Allina in their proposed relocation to one of the other final <br />choice cities, that of Minneapolis. Mr. Moses summarized <br />by encouraging the involvement and potential Master <br />Developer status of Rottlund. <br />Councilmember Klausing spoke in favor of the motion; <br />opining that in another scenario, he would prefer the RFP <br />process; that Allina was consistent with the City's <br />comprehensive plan, and could serve as an incubator for <br />further development at Twin Lakes. <br />Mayor Kysylyczyn noted that consideration of Allina was <br />not included in the motion under discussion, and whether <br />or not they chose Roseville was not relevant to this <br />motion; and opined dislike of the RFP process, particularly <br />since the City was not the property owner at Twin Lakes. <br />
