Mr. Noonan responded that positive learning visions from the past, as well as contemporary concepts, would be considered and expressed his firm's preference to engage the public to provide their thoughts and aspirations, and seek consensus of the community and City Council as appropriate. In response to Councilmember Kough's expressed concern, Mr. Noonan addressed the negotiation of performance criteria in clear and decisive language between the City of Roseville and Rottlund Companies that would allow termination of the agreement if necessary. Terry Moses, 1776 Maple Lane Mr. Moses spoke in favor of the RFP process, given the magnitude of this project; questioned the benefit to the City of Allina locating in.Roseville; and opined a potential conflict of interest of Ryan Companies working with Allina in their proposed relocation to one of the other final choice cities, that of Minneapolis. Mr. Moses summarized by encouraging the involvement and potential Master Developer status of Rottlund. Councilmember Klausing spoke in favor of the motion; opining that in another scenario, he would prefer the RFP process; that Allina was consistent with the City's comprehensive plan, and could serve as an incubator for further development at Twin Lakes. Mayor Kysylyczyn noted that consideration of Allina was not included in the motion under discussion, and whether or not they chose Roseville was not relevant to this motion; and opined dislike of the RFP process, particularly since the City was not the property owner at Twin Lakes.
