Regular City Council Minutes —11 124/03 <br />DRAST Minutes - Page 42 <br />Discussion ensued regarding payment amounts over the <br />next 15 years. <br />IM, -1114M <br />Ayes: None. <br />Nays: Maschka, Schroeder, Kough, Klausing and <br />Kysylyczyn. <br />Motion failed. <br />Mayor Kysylyczyn requested that staff return at the next <br />meeting with their recommendations for those items not <br />addressed at tonight's meeting; noting that the 2004 <br />budget reduction process would not be finished until the <br />final leery was certified to Ramsey County. <br />Discussion ensued rebated to additional budget discussions <br />and topics to be covered (i.e., Fire Department <br />Organization; and potential reduction in an open position <br />in the Fire Department), <br />Mayor Kysylyczyn noted he would be referencing the <br />League of Women Voters' Study at the next meeting and <br />their recommendations to facilitate that discussion. <br />Councilmember Kough noted that he would be seeking <br />discussion regarding his recommendation for initiation of <br />a motorcycle patrol in the City. <br />Mayor Kysylyczyn noted another item for discussion was <br />the addition of a Public Works/Parks Maintenance Labor <br />pooh at the December 8, 2003 meeting; as well as the <br />projected operating deficit for the Parks and Recreation <br />Department; Chamber of Commerce membership concerns <br />currently being reviewed by City Attorney Anderson as <br />addressed in the City of Brooklyn Park's 2002 Auditor's <br />Report, <br />City Attorney Anderson noted that the Report in question <br />cued an informal Attorney General Opinion; with which <br />he did not concur, believing that upon his reading of state <br />statute, the opinion was not supportable. <br />
