4 i <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 8h day of December 2003, at 7 :00 p.m. <br />The following members were present: <br />and the following were absent: <br />Councilrnember <br />introduced the following resolution and moved its adoption: <br />RESOLUTION loo. <br />A I E SOLUTION AUTHORIZING AN EXCLUSIVE NEGOTIATION <br />PERIOD BETWEEN THE CITY of RO EVILLE, MINNESOTA AND THE <br />ROTTLUND COMPANY, INC. FOR THE TWIN LADES <br />I EDEVELOPMEI T ARE A <br />BE IT RESOLVED OLVED by the City Council (the "Council ") of the City of Roseville, Minnesota <br />(the "City"), as follows: <br />Section 1. recitals. <br />1.01 The Twin Lakes Redevelopment Area ( "Twin Lakes ") is an approximately 275 -acre <br />area which is generally bounded by Cleveland Avenue on the west, County Road -2 on the north, <br />Snelling Avenue on the east and County Road C on the south, but also includes property along <br />Cleveland Avenue north of County Road -2 and industrial properties north of Terrace Drive, of <br />which approximately 170 acres remain to be redeveloped. <br />1.02 Development of Twin Lakes began in the 1950s, and currently consists primarily of <br />trucking companies and related businesses. Federal deregulation of trucking in the 1980s has caused <br />an economic decline in the Twin Lakes area, and in 1988 the City designated the area as the Twin <br />Lakes Redevelopment Area as a target for long -term redevelopment. <br />1.03 The City's Twin Lakes Business Park piaster Plan (the `Twin Lakes piaster Plan"), <br />adopted on rune 26, 2001 as an amendment to the City's Comprehensive Plan, outlines the City's <br />plans to redevelop Twin Lakes into a "Business Park}' which will include multi -story offices, one- to <br />two -level high -tech flex space, service industries, service retail and multi - family housing. <br />1.04 The City's goals for Twin Lakes include creation of a livable environment of less <br />intrusive and architecturally consistent land uses with well - planned roads, utilities, ponding and <br />
