communication systems for Twin Lakes as a whole, and the Council has determined that these goals, <br />among others stated in the Twin Lakes plaster Plan, would be most effectively implemented by <br />designation of a plaster Developer to coordinate specialized redevelopers of specific land uses, <br />construction of streets and utilities, and environmental clean -up, based on City plans and with City <br />assistance. <br />1.05 The Rottland Company, Inc. ( "Rottland ") has requested that it be designated as the <br />City's tentative Master Developer for Turin Lakes. <br />1.06 In its preliminary proposal to the City dated November 14, 2003, Rottland proposes to <br />ingest tune, expertise and money to continue to work with the City to voluntarily acquire all property <br />in Twin Lakes, refire a plan (the "Implementation Plan ") to implement the Twin Lakes plaster Plan, <br />coordinate specialized development firms such as, but not limited to, Roseville Properties, welsh <br />Companies and Ryan Companies US, Inc., coordinate transportation, storm water and other <br />in astructure improvements, provide accountability and responsibility for implementing the Twin <br />Lakes plaster Plan and complete environmental clean -up. <br />1.07 Rottland has requested that the City provide an exclusive negotiation period with <br />Rottland with respect to redevelopment of Twin Lakes. <br />Section 2. Finding. <br />2.01 The City hereby finds that the redevelopment of Twin Lakes, and designation of <br />l ottlund as the tentative piaster Developer for such redevelopment, promote the objectives outlined <br />in the Twin Lakes Master Plan. <br />Section 3. Author*zations. <br />3.01 The City hereby agrees that it will negotiate exclusively through March 22,2004 with <br />Rottland for the redevelopment of Twin Fakes and designation of Rottland as the Master Developer <br />of Twin Lakes, during which period the following actions shall occur: <br />Rottland, at its own expense, shall conduct any analysis of the environmental <br />and gtechnical condition of Twin Lakes as it deems necessary in order to <br />carry out the responsibilities of a piaster Developer as set forth in l ottland's <br />otter to the City dated November 14, 2003 and such other responsibilities <br />and obligations to be negotiated with the City; <br />GO ";Me City and Rottland shall agree upon the terms of a memorandum of <br />understanding which, if approved by the Council on March 22, 2004, shall <br />become the basis of a Master Developer Agreement or an Agreement for <br />Private Redevelopment to be negotiated between the City and Rottland; <br />(iii) Rottland shall agree to work with an Advisory Stakeholder Task Force to be <br />appointed by the Council (to include property owners, residents, <br />PIA <br />
