In addition to City assistance there are several other methods of providing assistance to the
project as summarized below.
State Assistance: Any state assistance being offered to Allina in other proposals would also
be eligible within the Twin Lakes Redevelopment Area. Roseville, like Minneapolis and St.
Paul sites are similar in that they are all Brownfield sites requiring redevelopment assistance.
Excel Energy Ass nee: The Excel Energy Assets Design Assistance Program can provide
both up -front energy saving and energy rebates. In addition, Excel offers energy rebates for
acquiring the most energy - efficient equipment.
Custom ed Training Funds: The Minnesota ,lobs Skills Partnership Program provides
grants of up to $400,000 to educational institutions with businesses as partners to develop
training programs specific to business needs. Century College in white Bear Labe works
with this program to provide tailored customized training programs for specific company
needs. In addition, the Hire Education Loan Program provides short -term,, no interest
loans of up to $250,000 to Minnesota businesses to assist them in obtaining the training they
need for new or existing employees. Both programs are provided by the State! of Minnesota,
The City realizes that Allina 1s a non- profit, nor real- estate tax paging entity. Therefore, the City
is losing the Allina site's tax increment that is a necessary ingredient for redevelopment in the
Turin Fakes area. That tax increment amount would have exceeded $450,000 annually based
upon a taxable housing project of Zoo to 300 housing units. Realizing the importance of the new
jobs and image created by Allina within the Turin Lakes area, the City is willing to accept a lesser
amount in the form of a Payment in lieu of 'Taxes (PILOT) to help recover the high costs
associated with redevelopment. The City estimates that the PILOT would be based similarly to
other non-profit projects where a PILOT is agreed to and is collected semi- annually. we are
estimating that the PILOT would be based upon a percentage of the estimated foregone new taxes
that would have been generated from the development, if it was property tax paying entity. The
actual amount can not be determined until there are further discussions and negotiations with
Allina.
Saying all this, the City of Roseville is in support of and excited about the prospect of Allina
locating within the Twin Lakes Redevelopment Area. In addition to the assistance offered above
the following amenities of the site make Roseville's location attractive and safe for a corporate
headquarter facility.
Twin Lakes Amenities:
Excellent and convenient access from Interstate 35W.
10— 15 minutes to downtown Minneapolis and St. Paul, 20 minutes to airport.
Safe location for employees and clients with 24 -hour essential services conveniently
available within walking distance.
Solid redevelopment truster plan includes a .nix of multi- family housing, retail services
and compatible offices in a business park atmosphere.
Direct access to Langton Lake and Park. Recent improvements include walking trails, a
ball field complex and fishing pier.
40,000 people currently work in Roseville, and city employers have access to a highly
spilled and serrni- skilled work farce.
Roseville also has an excellent quality of life with a diverse housing stock, beautiful
parks and playgrounds, regional shopping centers and quality schools.
