Council Regular City <br />Minutes DRAFT 2 <br />Finance Director Chris Miller reviewed the Ramsey <br />County request for an 18 month study to evaluate <br />opportunities and risks of creating a joint entity that would <br />provide information management and technology services <br />to local units of government in Ramsey County. Mr. <br />Miller reviewed the current City of Roseville TT Business <br />Plan and how it functioned and the relationships between <br />the City of Roseville and the eight other local entities <br />involved in Joint Powers Agreements (JPAs) with the <br />City. <br />Mr. Miller reviewed the County's purpose in pursuing this <br />initiative and its intended outcome, opining that the <br />presence of a separate entity could shift governance from <br />Roseville to this entity, not necessarily with additional <br />benefits to the City. Mr. Miller advised that staff <br />recommended adoption of the draft resolution prepared by <br />staff and included in the Council packet, pledging support <br />of the City through its elected officials, rather than on a <br />staff level. Mr. Miller opined that he could not, at this <br />time, justify staff time and/or resources, but was <br />supportive of elected officials remaining aware of <br />discussions within the study group and keeping <br />communication open, should the uutiative prove of benefit <br />to the City at a later date. <br />Councilmember Maschka concurred with staff s <br />recommendation that the City be represented during the <br />study on an elected official level. Councilmember <br />Maschka opined that the City's IT Business Phan was a <br />successful model, and questioned the ability of the County <br />to provide amore efficient model. Councilmember <br />Maschka reiterated his previous offer to serve as an <br />elected official in the discussion group, with the first <br />meeting scheduled for the afternoon of Monday, <br />
