Regular City Council Minutes — 11/17/03 <br />DRAFT Minutes - Purge 6 <br />1i <br />(LMCIT) insurance premium reductions; and increase in <br />fees as another form of taxation. <br />Mayor Kysylyczyn noted that all components of the <br />budget were open to negotiation until the final budget <br />adoption on December 15, 2003. <br />Finance Director Miller noted that the majority of the <br />City's Department Heads were in attendance and available <br />to respond to questions of the Council related to their <br />specific department budgets. <br />Mayor Kysylyczyn amended the order of the Agenda to <br />address item V, Recognitions prior to opening the Public <br />Hearings. <br />Communication <br />X11 <br />A.
