Staff was asked to prepare options for implementing the redevelopment plan — an action plan to <br />coordinate developers and available city tools or incentives. There are five basic organization types. <br />The City Council could mix and match features from one type to another, to create the approach most <br />desired by the Council. <br />the developer consortium developers determine among themselves how to accomplish <br />redevelopment based on city approved plans. <br />the site mmnager, wherein the city hires an unbiased experienced developer or <br />organization to coordinate all work of specialized developers — much lilac a construction <br />manager for City Hall - based on city plans and with city significant financial and <br />acquisition assistance. The site manager does no development on the sitet <br />the market driven model wherein the city does nothing.
