Ftxlpegular Council <br />RRAFIr Minutes - Page 20 <br />when the Council met in Special Session on Wednesday, <br />November 5, 2003 to canvass election results, the non- <br />agenda issue of an ordinance amendment for a Special <br />Election was added to the limited agenda, at which time he <br />raised process concerns due to lack of advertising that item <br />for public knowledge. Councilmember Klausing opined <br />that additional research upfront was necessary prior to the <br />Council being able to make an informed policy decision, <br />and he reviewed the draft October 20, 2003, Meeting <br />Minutes where the original directive was given to the City <br />Attorney and the scope of that directive. Councilmember <br />Klausing further noted that the public had not been <br />provided with a copy of Mr. Sands' proposed amendments <br />to the draft ordinance, and encouraged additional time to <br />review and digest the proposed ordinance amendments <br />prior to a vote. <br />Mayor Kysylyczyn took issue with Councilmember <br />Klausing's recollection of Council directive to staff and <br />the City Attorney, and the motion scheduling a Public <br />Hearing at tonight's meeting; opining that <br />Councilmembers had adequate time to do individual <br />research regarding the matter. Mayor Kysylyczyn noted <br />that this would simply be the "first reading" of the <br />ordinance, with an opportunity for public comments and <br />additional amendments prior to the second reading and <br />final adoption. <br />Councilmember Klausing continued his support for <br />initiating the healing process by allowing for all voices to <br />be heard., and that people are allowed to exchange ideas <br />and find common ground. Councilmember Klausing <br />reminded Councilmembers and the public that, upon his <br />original appointment to the Council, he was appointed to <br />fill a vacancy until the fail elections, and there didn't seem <br />to be a problem; and he questioned whether the need for a <br />Special Election was more personally motivated. <br />Councilmember Klausing concluded his comments by <br />saying that, due to the reasons previously stated, he would <br />be voting against the current motion on the table, and <br />assured the public that he was prepared to do a January <br />
