Regular City Council Minutes —11 /1 7/03 <br />DRAFT Minutes - Page 21 <br />appointment subsequent to doing a Special Election and <br />there should be no issues, given his strong desire to lead <br />the Council to consensus on issues. <br />Mayor Kysylyczyn reiterated his opined comments <br />regarding the incumbency status achieved by appointees; <br />the waste of time, staff and money to appoint an advisory <br />commission to review the appointment./Special Election <br />issue and alleged that it was a stalling tactic of <br />Councilmember Klausing's to delay appointment until <br />after he took office as Mayor., Mayor Kysylyczyn further <br />opined from a recent October 25, 2003, newspaper article, <br />as well as previous alleged quotes the political posturing <br />of Councilmember Klausing and perceived <br />inconsistencies. <br />Councilmember Schroeder questioned the purpose of <br />further discussion; noting his research and conversations <br />with the City Attorney in June or Judy of 2003 related to a <br />potential Council vacancies and how the process would <br />work. Councilmember Schroeder noted his previous <br />stance on Primary Municipal Elections, but recognized the <br />public preference. to express their voting rights and <br />privileges; further noting that, building on that public <br />philosophy, the public should be granted their right to vote <br />at a Special Election to fill the Council vacancy. <br />Councilmember Schroeder opined his support of the <br />process outlined and motion amending the ordinance as a <br />good starting point. <br />Councilmember Kough concurred with his original <br />opinion regarding elimination of Primary Municipal <br />Elections, but recognizing the public's desire and right to <br />vote, noted that he supported the cost of democracy and <br />the holding of a Special Election, and would support the <br />motion on the table. <br />Councilmember Klausing sought clarification from <br />Councilmember Kough as to his support of a Primary prior <br />to the Special Election. <br />
