Community Development Director Dennis Welsch reviewed the request before the Council with North Heights Church having returned with more detail as previously requested by Councilmembers for the two phases and outlined the project components in both phases and timeframes of zero to five years, and five to fifteen years respectively. Mr. Welsch noted that the Planning Commission had recommended approval on a 512 vote, and that staff was recommending approval of the project in the three motions as outlined in the staff report dated November 17, 2003. Mr. Welsch further noted that the applicants, as well as City Planner Paschke, were in attendance for the Council's convenience. Mayor Kysylyczyn requested clarification of those two Planning Commissioners' rationale for not recommending approval. Mr. Welsch advised that there concerns were related to additional traffic on Woodridge, which the applicant had addressed with a gated parking area in Phase II; and one Commissioner taking issue with the mass of the proposed building, rather than that originally proposed. Councilmem. ber Kough sought clarification as to the proposed length of construction periods for each Phase of the project. Councilmember Schroeder reiterated his original concerns related to traffic issues on Woodridge; and his recommendation for aone -way driveway off County Road C, given it's placement in conjunction to the intersection of County Road C and Rice Street.
