Regular City Council Minutes — 11/17/03 <br />DRAXT Minutes - Page 25 <br />drivers' parking on -site via permit, allowing the applicant <br />to more closely monitor the traffic flow onto Woodridge. <br />Mr. Anderson further advised that the applicant had held <br />substantial discussion related to a right -in only on County <br />Road C. <br />Councilmember Schroeder further expanded on the safety <br />hazard created with cars and/or buses waiting in line to <br />pick up students, making the residential street and parking <br />lot problematic and unsafe. <br />Further discussion ensued including reducing the number <br />of curb cuts along Rice Street to two; flow and transition <br />issues during the various phases of construction; use of <br />high school space for overflow; and short-term and long- <br />term building layouts. <br />City Planner Thomas Paschke reminded Councilmembers. <br />that the Phase II Plan was in concept only for tonight's <br />requested action, and that Councilmembers would be able <br />to address those concerns and condition final plan <br />approval accordingly. <br />After further discussion, Councilmember Schroeder <br />recommended including two additional conditions in the <br />most applicable motion related to this case. Those <br />conditions were: 1) The entrance on County Road C be a <br />"right -in, right -out" only; and 2) The pick up and drop off <br />area be restricted to the north parking lot for safety <br />considerations. <br />Further discussion ensued as to the need to apply the <br />conditions at this time, or later in the process; a review of <br />the Police and Public Works Departments to address <br />safety and traffic flow issues; <br />Mr. Anderson advised that the applicant would prefer to <br />know the conditions upfront to allow for planning and <br />budgeting. <br />After consulting with Community Development Director <br />
