Reports and Recommendations Reports and <br />Recommendations <br />Fire Relief Association Query of Development Attorney <br />Prior to the next agenda item, Mayor Kysylyczyn requested an <br />opinion from the City's Development Attorney, Jim Casserly, <br />related to the Fire Relief Association and state statute <br />requirements related to application of fiscal disparities to levies <br />applied by other taxing jurisdictions. <br />Mr. Casserly responded that it was his initial opinion that <br />whether the City or the Relief Association made certification to <br />the County Auditor, fiscal disparities would remain applicable. <br />A. Redevelopment of Twin Lakes, including the Potential <br />Addition of the Allina Health Care Corporate <br />Headquarters, the Potential for Special Tax Increment <br />Financing (TIC Legislation, a Comprehensive Land <br />Acquisition and Environmental Remediation Program, <br />and other related issue <br />Councilmember Maschka. distributed as a Bench Handout, <br />three proposed motions he had prepared for tonight's <br />discussion. <br />Redevelopment of <br />Twin Lakes, <br />including the <br />Potential Addition <br />of the Allina Health <br />Care Corporate <br />Headquarters, the <br />Potential for <br />Special Tax <br />Increment <br />The first proposed motion was to accept the preliminary Financing (TIF) <br />proposal of Rottlund Companies to be designated as the Legislation, a <br />Master Developer for the 275 acre Twin Lakes Comprehensive <br />Redevelopment Area, subject to completion of a Land Acquisition <br />preliminary Master Developer Agreement to be prepared and Environmental <br />by City Development Attorney Jim Casserly, and Remediation <br />approved by the City Council at the December $, 2003 Program, and oth�, <br />meeting; and providing 90 days thereafter to complete a "related issues <br />final Development Agreement.
