Regular City Council Minutes —11 /1 7/03 DRAFT Minutes - Page 28 proposed to include the use of public development tools, including public purpose condemnation as needed to establish fair market value as a last resort, tax increment financing, long -term assessments, deferred assessments, Industrial Revenue Bonds, infrastructure bonds, grants and loans. The second proposed motion was to direct staff to prepare options for an advisory stakeholder team for Council review and approval on December 8, 2003, with the purpose of the team to work with the Master Developer to ensure that the City's goals and objectives for the Twin Lakes Master Plan were realized. The third proposed motion was to direct staff to prepare a City of Roseville proposal for Allina, in response to the Allina/Ryan Companies concept for the Allina headquarters building at Twin Lakes, to be reviewed/approved by the Council on November 24, 20030 Councilmember Maschka advised that the proposed motions were the work product of meetings held by he and Mayor Kysylyczyn and all parties involved, to ensure that a comprehensive plan was in place to meet the City's goal for the 275 acre overall development area. Councilmember Maschka. advised that this proposal would ensure additional housing, an estimated addiiionaI $400 million tax base for the City; and should prove to be a showcase for the northern suburbs. Conceut Phase Maschka moved, without a second accepting the preliminary proposal of Rottlund Companies to be designated as the Master Developer for the 275 acre Twin Lakes Redevelopment Area, subject to completion of a preliminary Master Developer Agreement (prepared by the City Development Attorney Jim Casserly) and approval by the City Council at the December 8, 2003 meeting, and providing 90 days thereafter to complete a final Development Agreement.
