Mr. Newnan apologized to Councilmembers for the communication gap in getting the proposal to all Councilmembers for thee- review, but assured Councilmembers and the public of their desire to offer their services to help the City fulfill their vision and bring about development of the Twin Lakes area. Further discussion included the complexity of the development for the City and efforts to address all of the components; and riming required for the process. Councilmember Schroeder, in defense of Councilmember Klausing's expectations for tonight's discussion, concurred with the content included in the Council packet materials. Amy Ihlan, 1776 Stanbridge Avenue Ms. Ihlan spoke favorably of the entry of Allina into the picture; but concurred with Councilmember Klausing's concerns that the proposed actions have not been reviewed by the public or obviously, the .Council as a whole, and recommended that discussion be delayed to allow absorption of the material and proposed motions for this complex issue, as well as recognizing the lateness of the meeting tonight. Ms. IhIan concluded by opining that the Council was proceeding too quickly, given the project's complexity and public interest. Mayor Kysylyczyn opined that Ms. Ihlan was continuing her "doom and gloom" message in her continuing political campaign, and further opined that her comments were not representative of the neighborhood and commends he observed in his attendance at the neighborhood meetings previously held. Mayor Kysylyczyn concluded by reminding Ms. Ihlan that the majority of the property in the proposed development area was not publicly -owned property, but privately -owned property.
