Regular Cray Council Minutes —11 /1 7103 <br />D A F Minutes - Page 31 <br />Amy Ihlan <br />Ms. Ihlan took issue with Mayor Kysylyczyn's comments <br />and opined the representative process and responsibly of <br />the Council to regulate hand use, recommending that the <br />City Council take public opinion under consideration prior <br />to making a policy decision. <br />Al Sands, 2612 Aldine <br />Mr. Sands requested comment and discussion on those <br />items addressed by City Manager Beets in the staff report <br />dated November 17, 2003 under Section 2.0, outlining <br />implementation strategy options (i.e., developer <br />consortium; site manager; market driven model; master <br />developer; and city acting as the developer ). <br />Mayor Kysylyczyn responded to Mr. Sands' question with <br />a brief review of the items outlined by City Manager <br />Beets. <br />Councilmember Maschka noted that he had prepared the <br />Bench Handout with the three proposed motions that <br />afternoon with Mr. Welsch; and after further <br />consideration, concurred with comments that action on the <br />items should be held for an additional week and <br />apologized that he had not alerted all Councilmembers to <br />the proposal prior to tonight's meeting. Councilmember <br />Maschka opined that, at a minimum, a response should be <br />given to Allina immediately to ensure their continued <br />involvement in the development and to make it clear that <br />the City was fully- supportive of them relocating their <br />headquarters to Twin Lakes; further opining that such <br />action would not affect future discussions. <br />Mayor Kysylyczyn reiterated his support of the proposed <br />motion for approval of a Master Developer. <br />Councilmember Klausing opined his preference for <br />continuing discussion until the next meering. <br />Councilmember Kough advised that he had not received <br />the e -mail or letter of proposal from Rottlund either, but <br />
