Site Manager Concept <br />Questions: Could there be internal and external management by a third party or organization, hired by the City? <br />Does the City contract for and pay a site manager directly? Is there actually more public control of the process using <br />this method? How are the City, property owners, developers, and the neighborhood stakeholders involved in the <br />selection of a site manager? Does the City become the development entity for public roads, utilities and amenities? <br />Would there be an advisory role to create a "master development implementation document "? If there is an active <br />role played by the City. How ranch of the "tool box}' is available to the development community? <br />Derinition; A "third party site manager'* is a coordinator of short, medium and long terra development solutions in <br />which the City expends funds to control and implement the public process and how the project are coordinated. The <br />City selects and contracts with the Site Manager for development coordination services. The Site Manager must <br />provide external and internal coordination on the type of land use, development schedule acquisitions, and financing. <br />The Site /Manager coordinates the preparation of contracts between the City (or other public agency) and the <br />developer(s). Being "public agency and market driven ", the ""Site /Manager" redevelopment concept for Twin Lakes <br />means that a stakeholder advisory group selects and approves of the team of specialized developnwnt companies. In <br />order to meet the requirements of the city Master Plan and participate in the use of the City `'tool box "', the <br />developer(s) roust be accepted and approved by the Site Manager. The property may or may not be purchased at fair <br />market value by the developer(s) or the Site Manger (with city involvement in establishing market value or <br />using/threatening the use of eminent domain). This method is a coordinated public and private sector initiative where <br />the City assurances are given for public assistance and/or incentives. In addition, City development coordination of <br />uses is anticipated, including for public roads and utilities.
